There is light evidence that it was mounted, but it's sure in nice condition.  During these years through 1955, all plates were issued as singles.  Enlarge the photos for a look.  The photos show you exactly what you are buying.
Upon request, I will include the business card of a plate collector/restorer in the Grand Rapids Michigan area that you can have these plates restored at a very competitive price.  I've known him for several years back when I was selling car literature at swap meets.  His license plate display always looks very nice and I know he does all of his restorations.
